Wastewater Treatment Plant Project Manager

Municipal Water & Wastewater Infrastructure

Texas Aquastore | Texas | Full-Time

Texas Aquastore is seeking an experienced Wastewater Treatment Plant Project Manager to lead the planning, coordination, and delivery of municipal and industrial wastewater treatment projects across Texas. This role is responsible for managing complex, regulated infrastructure projects from preconstruction through closeout and is intended for project managers with direct water or wastewater treatment plant experience.

The Project Manager serves as the primary point of accountability for scope, schedule, budget, and coordination across internal teams, field leadership, subcontractors, engineers, and owners. This role requires a strong understanding of wastewater treatment systems, sequencing constraints, and the realities of building and modifying active treatment facilities.

Core Responsibilities

  • Manage wastewater treatment plant projects from preconstruction through commissioning and closeout
  • Develop and maintain detailed project schedules that account for treatment process sequencing, regulatory constraints, and live-plant operations
  • Coordinate with superintendents, operations, subcontractors, engineers, inspectors, and municipal owners
  • Manage subcontracts, purchase orders, and vendor relationships specific to wastewater infrastructure
  • Track project costs, forecasts, and budgets; manage change orders, claims, and scope adjustments
  • Identify project risks early and implement mitigation strategies to protect schedule, quality, and profitability
  • Maintain complete project documentation, including RFIs, submittals, pay applications, and closeout materials
  • Support jobsite safety initiatives and ensure compliance with company standards and project-specific safety plans
  • Lead project meetings and provide clear, consistent communication to leadership and stakeholders

Required Qualifications

  • 3 plus years of construction project management experience managing projects
  • Experience working with municipal owners, consulting engineers, and regulatory agencies
  • Proven ability to manage schedules, budgets, and subcontractors in regulated environments
  • Strong written and verbal communication skills with the ability to lead coordination efforts

Applicants without direct water or wastewater treatment project experience will not be considered.

Preferred Qualifications

  • Experience managing projects in active or live wastewater treatment facilities
  • Prior project management experience on wastewater treatment plants, water treatment plants, pump stations, or similar infrastructure projects 
  • Strong understanding of wastewater treatment construction means and methods
  • Familiarity with TCEQ regulations and municipal procurement processes
  • Experience with treatment process piping, mechanical systems, and concrete structures
  • Bachelor’s degree in Construction Management, Engineering, or related field (or equivalent experience)
